Major duties include but are not limited to:
Reviews and approves requisitions for services, supplies, real property, equipment, and adjustments for all appropriations for the medical center. Reviews and approves all receiving reports for transmissions for Financial Management System (FMS) and Computer Assisted Payments Processing System (CAPPS). Researches all daily rejects for miscellaneous orders, service orders, contracts, A&E orders, receiving reports and amendments and makes corrects as necessary to resubmit transaction to FMS. Audits payment documents received from vendors, employees, Beneficiary Travel, Patient Funds, and the Agent Cashier for correctness. Forwards invoices to service that require certification. Processes invoices for payment in FMS or forwards invoices to the Online Certification System or CAPPS as appropriate. Posts payment to obligation documents when payment is processed. Processes 2237 and 1358 obligations and modifications on a daily basis according to accuracy, validity, and funding availability. Performs comprehensive audits, analysis, evaluations and related procedures for the purchase card system as required. Reviews records to determine accuracy of costing, timeliness of reconciliations, and appropriateness of purchases. Prepares written reports on the results of audits, reviews, and evaluations. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07, position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience(GS-07):
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
maintaining financial accounts and accounting data; classifying accounting transactions; determining general ledger accounts; performing audit and reconciliation of general and subsidiary ledger accounts for preparation of reports; and acting as a liaison with vendors to resolve and answer questions concerning obligations, payables and payment inquiries. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (1) full year of graduate level education that is directly related to the work of this Accounting Technician position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of six (6) months of graduate education and 6 months of qualifying experience as described above. You will be rated on the following Competencies for this position:

Physical Requirements:
The work requires sitting in on position for long periods of time, intense concentration, and dexterity in the use of a calculator and typewriter, word processor and computer. There is pressure to meet mandatory time deadlines of monthly, quarterly, and year-end reports and processing. Overtime is frequently required to complete work assignments within the accounting cycle. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
