The duties include, but are not limited to:
Supervises a staff of employees to accomplish the work of the organizational unit. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. In the absence of the Deputy or Associate Director, the Community Affairs Chief serves as acting with full authority to act on their behalf. Establishes guidelines and performance expectations for staff, which are clearly communicated through the electronic performance management system. The incumbent is responsible for assuring the competency of employees and scheduling appropriate corrective action to address identified deficiencies. Incumbent operates with full delegated authority and responsibility for running a Volunteer Service(VS), Customer Service (CS) and Public Affairs (PA) program utilizing principles through collaboration, communication, and alignment with VHA's goals/performance measures. This includes planning, establishing, and implementing policy; developing program goals and objectives; responsibility for the operation, evaluation, coordination (internal and external) of VASNHCS Volunteer Services program and Public Affairs. In addition, to managing the General Post Funds and other financial accounts for VASNHCS. The Chief serves as an advisor to Executive Leadership on the VAVS program. The incumbent takes a proactive role in meeting the voluntary and customer services needs of the VASNHCS and establishing a vital link with the community. The Community Affairs Chief serves as the Co-Chair of VASNHCS VAVS Committee. Responsible all aspects of the Gift and Donation program, both monetary and material, for VASNHCS (i.e., soliciting, monitoring and tracking) as it pertains to community organizations, businesses, foundations, etc., regarding meeting the recreational, religious and moral needs of Veterans/patients/residents. Responsible for managing and supervising the Volunteer Transportation Network (VTN), which is a major component of the work assignment. The incumbent develops short- and long-range plans for the accomplishment of Community Affairs goals and objectives; develops and implements programs and program changes that impacts the ability of the Service to meet VASNHCS needs and develops innovative/creative community outreach programs that provide volunteers and financial resources. At the direction of executive leadership, the Chief performs special projects which have an impact on VASNHCS that may involve coordinating, participating and/or chairing special committees or events to meet short-term needs. Serves as subject matter expert to staff regarding policies, procedures, and directives of VA, VHA, VISN and the Health Care System regarding VAVS and Public Affairs. Obtain and consolidate planning information from all the program areas within the Service Line, prepares Service-planning documents for VASNHCS submission including coordinating Requests for Proposals (RFPs) received by VASNHCS from VACO and VHA through the Network 21 Office. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
(1) supervising of staff, (2) communication with people from diverse backgrounds, (3) operating, evaluating, and coordination of VHA program, (4) monitoring and tracking of data from various sources, and (5) analysis, extracts, summarizes, identifies, interprets and evaluations significant trends and issues.
