Registered Nurse (Referral Coordination Team)

RN possesses intimate knowledge of Fee federal regulations, VHA guidelines, medical review criteria, utilization management processes, clinical documentation requirements, current standards of care, and compliance guidelines. RN uses nursing knowledge and systems theory to assess, organize and facilitate appropriate clinical services to patients. RN will serve as a liaison to both internal and external providers and will be responsible for managing the care of the Veteran throughout the consult process. Clinical oversight of the non-VA care approval process is provided by the medical center Chief of Staff and nursing professional practice oversight by the Associate Director, Patient Care Services. RN supports the medical center's mission by possessing and exemplifying the Four Core Competencies of the High-Performance Model. Duties include, but are not limited to:
Provides leadership in anticipating and responding appropriately to emergencies. These may include patients with disturbed behavior, life-threatening emergencies requiring basic life-support interventions, or internal/external disasters. Assumes leadership for continuity and timeliness of the clinical review activities, coordination with Fee program processes and internal services for resolution of problems to maximize team efforts. Provides accurate information to patients and other staff when ethical issues arise. Provides ongoing and as needed education to others. Assesses needs and creates appropriate responses Collaborates with other health professionals to ensure quality medical care is provided in a timely manner and patients' needs, whether perceived or real, are addressed and met. Responsible for organizing and coordinating the clinical components for the consult determination in response to individual healthcare needs along the illness and care continuum and in multiple settings. Utilizes comprehensive knowledge of advanced clinical practice and case management principles to assess appropriate level of care and to ensure compliance with established Fee authorities and guidelines resulting in approvals and/or denials for non-VA care. Conducts clinical reviews to interpret and evaluate complex data directly related to diagnosis, condition, and treatment to assure appropriate medical necessity, appropriate care coordination and timely utilization of non-VA health care services Utilizes systems thinking to monitor non-VA program elements and identify core needs of multidisciplinary staff regarding Fee Basis program regulations and requirements and implements a plan to resolve those needs. Demonstrates flexibility/adaptability when initiating projects for the development of processes to identify adverse patient occurrences and to improve patient services and clinical practice. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:
The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations:
The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree and approximately 2-3 year's of nursing practice/experience. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
